Major Duties Include:
Conducts systematic, critical, intensive investigation in response to a research agenda developed by the NCHAV Director and other research staff, with a primary focus on the demography and epidemiology of homelessness among Veterans and interventions to end homelessness among high-need populations, emphasizing homelessness prevention permanent supportive housing.
Uses both analytical and substantive expertise to discover, disseminate, and apply research findings to improve programs and policies intended to prevent and end homelessness among Veterans.
Assesses programs under the NCHAV, modifies/refines data sources, summarizes and presents study results, defines options, outlines obstacles and opportunities and identifies potential impacts on departmental and national issues and/or decisions.
Performs professionally responsible research for a substantial portion of time, leads activities of the research team, or participates in the activities of the research team.
Defines problems or research questions, plans the study approach, analyzes data, interprets results, and reports findings.
Develops and submits regulatory documentation including Institutional Review Board (IRB) protocols and ongoing reviews.
Provides consultation to directors and other policy makers, and exchange ideas and develop testable strategies.
Represents the NCHAV at a variety of internal and external professional meetings that may involve senior VA management, other Federal agency senior management, Congressional staff or non-federal clinical, research or management professionals.

The Crescenz VA Medical Center - Philadelphia is a complex 1b tertiary care facility consisting of acute inpatient beds and long term care beds. The organization has robust education and research programs and offers treatment for 40 different American Medical Associations recognized medical specialties and sub-specialties including Medicine and Surgery, Intensive Care, General Psychiatry, Substance Abuse Treatment, Long Term Care (Nursing Home Care Units) and Residential Rehabilitation Inpatient Program. The medical center is a teaching facility and is affiliated with the University of Pennsylvania School of Medicine and over 50 other colleges and universities. The organization consists of the main Medical Center, three Community Based Outpatient Clinics, one clinical and administrative annex, a Community Living Center and a 40 bed Mental Health Residential Rehabilitation Program.

Qualifications & Evaluations
Successful completion of a full 4 year course of study in an accredited college or university leading to a bachelor’s or higher degree that included a major field of study or specific course requirements related to the health sciences or allied sciences appropriate to the work of the position. In addition to meeting the basic education requirement noted above, this position requires:
Applicants must have at least one year of Health Science experience equivalent to the GS-12 level that has equipped the applicant with the particular knowledge, skills and abilities to successfully perform the duties of the position. This experience includes utilizing theories, principles, concepts and methodologies of the health science field that are customarily acquired through training; performing analytical studies and interpretation of results to coordinate the evaluation of programs of programs/research projects to recommend improvements; explain and justify recommendations; and develop new methods, approaches or procedures in the coordination of research projects or clinical studies.
